    <summary type="html">Looks like the solution that works for me is to create the user, change the policy (less restrictive), update password, and change it back.
A default system wide password is indeed in place if I set something under "Change Credentials" in the credentials default for pin/password.
 
I think when the user is added, there should be an option to supply a password and pin !</summary>

    <summary type="html">On CUCM 7.1.5 with Credential Policy set to Minimum Duration Between Credential Changes = 120 minutes,  I cannot seem to create a password for 
the user when I first create the user, or try and update the user with AXL
 
If I set it to 0, everything works, OR 
 if I create a user, modify the CrdPolicy to default, update the user with a new password, change the policy back to restrictive, then also it works.
OR if I simply create a user with the default cred policy set to system default, that also works !!
 
 
When I first create a user, and supply a valid password or PIN, I see [ current time] 
 
However, the password / pin I set does not work and there is no error either. 
 
If I Update the user shortly after and try to set a new password, I see the same timestamp.as create time .. so I know that does not work.. (but its sort of expected with the min duration)
 
Is this a bug in CUCM ? Is there some non editable default password being set for me which I can only change after Min Duration has expired ?
Anyone else face this ?
