I am using CUIS v 7.5.(4)....   I have built several reports that use the value list as a filter.  The reports all work fine when you are logged in as an Administrator.  If you are not logged in as administrator the value list is not populated.   If you add a collection then the value list is populated...   Is the the expected behavior?

Admin Users and Report Designers can select Value Lists when they generate reports. RestrictedUsers cannot select Value Lists, but they can select Collections if they have been given permissionto do so.

have you given access to the Value list and collection list to the user who are not login as Admin and Designer.
