There is no awareness of layers in CUIC like there is in Powerpoint - Clicking on an object will automatically cause it to be displayed in full view which will block content from overlaping objects. Once you get the objects where you'd like them on the dashboard, saving it should lock the objects in place so you don't have to worry about it anymore.
