There should be a field in the developer.cisco.com / Basic Application Info page (the place where I put in screenshots and descriptions) for "Information for Testers."
 
This would be free form text that your validation team gets, but which NEVER appears on the public face of the App in AppHQ.
 
Our app requires an access code, and there is clearly no good process inside Cisco for getting this kind of info to the people actually doing the testing (I've had to send it over and over, and the testers not having it has caused repeated delays).

I'm happy to do it. I really think the Cius has a chance of being an enterprise game-changer. I think the idea of an enterprise-focused tablet, populated with apps that have been properly vetted for security, and sold through an existing VOIP phone channel is brilliant. (I bought some Cisco stock once I fully grokked your go-to-market strategy.)

RIM is in a death-spiral, and I think Cisco is poised to take over as the defacto standard for enterprise-provided tablets.

It'll be a bit of a chicken and egg problem getting critical mass (enticing developers when you have a small enterprise footprint, and enticing enterprises when you have a small developer footprint). Having a slick App Store, with a mature process is key to getting the developers in. I think most legit developers would be thrilled to be able to say their Android app has been vetted by a 3rd party. But you've got to get this process going faster. It used to take Apple months to get apps through vetting, and developers were up in arms about that. Now it just takes 7 days, and nobody complains about the vetting any more. I know you aspire to the 7 days, but you are missing that target big-time right now.

The process stuff I'm suggesting will help, but I think you need to work on your internal processes and possibly staffing levels, as well. Hire ahead of the curve! (I know that's got to be tough inside Cisco these days, but you guys are strategic, and JC has always been willing to invest in strategic parts of the business.)
