This error is occurring because the Remote Client isn't able to connect with the Cius AVD that is currently running. A couple of things that could be causing this error is if you didn't start the Local Telephony Server on the Cius prior to running the Remote Telephony Application. Another issue that you could be having would be if the emulator that you are trying to connect to isn't using the port 5554.
