I am not familiar with a Cisco CTIOS Thin Client Framework. There is a CTIOS Web Service which is available for purchase from the Cisco Custom Engineering Team. Contact them at custom-application-request@cisco.com If you are using UCCE, you may wish to consider Cisco Finesse.

Thanks for the quick reply. Is there a trial option for the web services? Also I have posted another question with the URL below.
