Query Hold Time before COLD Transfer

We are using custom CTIOS Agent deskyop.  Currently agents use the desktop to do COLD and WARM transfers.  Now we have a requirement to present hold time, before the agent decides to transfer.  I am not seeing any API call in the CIL.  Is it possible?  Also does CIL can call ICM scripts directly and receive data back.  Please share if anyone had to provide a solutions similar to this.  Thanks.
 

There is not an API in the CIL for determining hold time. CIL does NOT call ICM scripts.
