CTIOS Reporting Question

I am a CTIOS and Cisco CEE 7.2 newbie that has significant java development experience. I have been tasked with creating a web page that can be called by a Cisco signage product for display of a report on a big screen that shows the following:
 
CSR Name  |  Calls Handled Today  |  Time Talking Today
 
I am wondering if this is the type of information the CTIOS API can provide me?
 
If so, how do I get a list of the active CSR/Agents in order to show the "top 10" for the above information?
 
If the APIs would suffice, am I better off using the Java CIL, .NET/C# CIL, something else?  
 
If the APIs cannot provide this type of information, would I need to develop to go directly against the DB Schema?
 
How much trouble am I going to get myself into developing directly to the 7.2 DB Schema if we are planning to update to 8.x in the near future?

I really appreciate the input and validation of where I should focus my attention on what feels like a pretty simple report, but for which I am having a difficult time getting any traction looking at the CTIOS documentation.
