But when I go to the Unity Connection GUI to list users that i can import I see the users from the cucm. 
Is there something that I could be missing? It doesn't work using the vmrest method but it works on the gui.

Hi Carlos,
 
Please cross check the URL, you may see this error if URL is not correct.
 
Also check if same error is thrown by internet browser if trying to access using IE or Firefox.
https://&lt;server&gt;/vmrest/import/users/ldap
