Can I use CUMI for the following...

If not, how can I do these...

1)      .Wav files delivered via IP to all voicemail boxes.
2)      Make every phone ring, via IP, and play an emergency message.
3)      Turn VoIP phones into speaker phones (aka Giant Voice, or hijacked phones).
4)      Flash text messages on VoIP phones.
