CVP VoiceXML Studio (also known as CVP Studio) is now known as Call Studio. Information on it is here:

If you are a CVP ATP Partner, I'd recommend you order the NFR kit for CVP so you can look at the whole solution. Consult the Partner CCBU Ordering Guide.
If you're simply looking to code VoiceXML (or TCL) in Notepad for a simple application, CVP may not be the right choice for you. However if you're looking to write an app to query against a DB, then there are elements in Call Studio and server-side capabilities in CVP that help you do this. I suspect the end result will be more fully functional, so CVP is likely the right choice.
