Rajit,
Please note that voice applications of VXML Server are of a different nature than typical web applications. While behind the scenes both work over HTTP and use typical request/response pairs, there are a lot of other issues you would need to take into consideration, especially if you have your own custom Java code.
We would strongly suggest performing extensive testing, including load and performance testing, before implementing clustering.
