Cisco isn't quite clear on how to flush the dtmf buffer. The most they say on it, is in the IOS VXML Programming manual. You can look here (and then look thru that entire ref manual): http://www.cisco.com/en/US/docs/ios/voice/vxml/developer/guide/refgde1.html#wp1049201
As far as I can tell, there's no property that flushes the buffer. I use a Digits element with BargeIn DISABLED and speak silence_.1_sec.wav and set NoInput timeout to 10ms, MaxNoinputs to 1, MaxNomatches to 1, MinDigits to 1, MaxDigits to 1. Then connect all the 3 exit states to the next element in your callflow.
