In some apps you may need very little or no java, some apps you require medium expertise and for some apps you may need advanced java skills. For complex apps and where there is lot of data tapping, parsing manipulation, transaction management, security and other complex app requirements, you better be good at java, if not you can create a bad design and a IVR that will be plagued with issues. CVP is a very powerful tool, with which you can create real cool and monster IVR apps, if you know the power of underlying concepts in vxml and advanced java and related J2EE technologies and know these in depth.
