Is the VXML Gateway port # (on which the calls land) is a fixed port # defined or can it be dynamic port numbers ?

If it is call coming from the PRI, then telco decides where the call has to land.
 
If it is outbound call you can specify the E1/T1 controller the call has to land. if you have multiple create a trunk group in the voice gateway and then send the call to the trunk group rather then the voice port.
