Hello,
  Can you recommend any libraries or 3rd party apps that would aid in building/streaming MPEG2 TS?  I've been scouring the web looking for solutions, but most have strict licensing.  We plan to use it in our commercial app, which is not open source.

Have you tried VLC media player? It is free, open source, and can stream MPEG2 TS.
