I can't comment on the Edify but you'll likely catch the detail behind the dialogue failures by:
 
- Increasing OPC tracing levels to FFFF on the PG
- OPCTest Utility on the PG   [url=http://www.cisco.com/en/US/products/sw/custcosw/ps1001/products_tech_note09186a00800acafa.shtml]http://www.cisco.com/en/US/products/sw/custcosw/ps1001/products_tech_note09186a00800acafa.shtml[/url]
- Debug the PGAgent process on the CallRouter at FFFF tracing
