We have a requirement to integrate with Cisco CUCM 8.6 and 3rd party Ground services radio tetra system for one of the international airports in the middle east. The requirement is creating a service called Dial-by-flight under IP phone services menu.Once the user presses the dial-by-flight service button, the phone should display the the detrails as shown below and should allow the user to dial the below mention flight group number (FGN) by selecting the required FGN.

Backgroud Info:
The FGN(Flight group number) number will be created and broadcasted to all tetra radio end device by the Tetra System. This group number is is used to communicate between the staff assigned for each scheduled flight. The tetra system will integrated with the Cisco CUCM via SIP trunk for the voice communication and no confusion about this interface.
The Tetra system is able to publish the above shown directory structure via XML web pages . So the the confusion is here about how to integrate between CUCM and xml web page hosted by Tetra System, in such a way that an IP phone user can display and dial the FGN , as shown above.
Can you help in resolving this requirement ?
NB: I am not familiar with XML service development
