To clarify - the Jabber SDK (cwic, caxl etc) is free to download and develop to.
For voice and video, we offer evaluation plugins and software to leverage while you develop your software. 
However, in production environments, end user and CUCM licenses are required for end users to leverage the plugin for voice and video. If you are familiar with CUCM and Jabber licensing, the model is similar to this.

    <summary type="html">Thanks.  I hear you say that there is no license fee for Jabber Web SDK or the plugin.  That is the answer I was looking for.  However, a follow-on, since you pointed out the dependency on other components.   For example, if we already have a CUCM, do we need any further licensing for CUCM by virtue of our use of Jabber Web SDK/plugin?</summary>

The Jabber Web SDK/Plugin is basically free.
You need CUCM to get the voice/video feature.
You need CUP to get IM/Presence on-prem deployment. Or with XMPP server for Hosted deployment
You need Cisco Unity Connection to get voice mail feature.

Is the browser plugin licensed separately from the cwic, caxl scripts?
