There is no API to change the line caller ID if this is what you mean. Have a look at the "ccmuser" page to see what can be configured manually by the user
https://{cucm}:8443/ccmuser , where {cucm} is your CUCM address.

Also, could allowing the user to change his/her display name bring some security problems ?

          I setup new user and directory number configuration on my CUCM. I want to change display name on the fly (assign by user). Can I do that?, if I can, how to do that?
