Not seeing CallCtlConnDisconnected in certain scenarios

I have two phones, line 4005 (Model 7962) and line 4020 (Model 7961). I added a CallControlCallObserver to each line via address.addCallObserver. The events are not coming in as I would expect after looking at the Jtapi Dev Guide. Call set-up and answering is fine, but when 4020 hangs up only 4005 gets disconnected events. If I do the same scenario except 4005 hangs up then only 4020 gets disconnected events. I would expect both phones to get disconnected events in both scenarios. So I am wondering if this is expected behavior or if there is something I missed. Below are the events recieved for both phones, where 4020 hangs up.

You should be getting disconnected event for both the parties when either of them disconnects. Can you attach JTAPI log for the above said scenario
