Unable to create provider -- directory login timeout

Hello, I'm working on a modified version of the CallerInfoServer application. Everything was working well, but since we upgraded from CUCM 8.6 to 9.0, and now 9.1, I started to get this error when executing the application:
 
com.cisco.jtapi.PlatformExceptionImpl: Unable to create provider -- directory login timeout
 
Nothing was changed to the Java code or to the Application User Roles.
If it can be of any help finding the solution:
- Sometimes (very few times) I don't get the error and the application runs correctly.
- When I restart the CTImanager on the CUCM, if I launch the jtapi application immediatly after the restart of CTImanager I don't get the error and the application runs correctly.
- When I manage to start correctly the application, everything works fine.
I'm currently developing the application, so I often need to stop it, modify and compile the new code, and then restart it. So restarting every time the CTImanager is not a good solution.
Can you help me?

An update:
when I shutdown my IM and Presence server, the jtapi application works fine, I never get the error.
Anyone knows how to solve this issue?

Can you turn on the JTAPI log and attach the jtapi log when you see this error? How many devices are associated with this user? 

Hi Mohan,
JTAPI log should be active, but when I'm on a Windows machine no log file is created, and when I'm on a Linux machine the file logs are created but are empty..

I solved the issue, I changed the LDAP authentication port on the CUCM and now the IM and Presence server is working fine also the JTAPI are working fine. If anyone is interested, I changed the port number from 389 to 3268.
