9951, 9971 Terminal Restricted

Hello,
 
We try to run our JTAPI application (running in super provider mode) but for the new SIP based 9951, 9971 we always get the error 'Terminal is restricted' when trying to add CallObserver.
 
We have checked the terminals have 'Allow Control of Device from CTI' checked and they are not in Extension Mobility mode.
 
Do somebody have had the same issue ?

Add 'Standard CTI Allow Control of Phones supporting Connected Xfer and conf' role to the application/end user and retry. This is in addition to 'Standard CTI Enabled' role. Please refer to developer guide for details.
