Is the JTAPI sophisticated enough to detect the results of a dialed phone call? Can it detect the difference between a ring, fast busy, disconnect, etc. and return a result?

It will depend somewhat on what the equipment on the far end reports (whether ISDN, H.323, SIP, etc. and what kind of call supervision is configured) but JTAPI has a wide array of events, reason and cause codes to map and report call progress and call results.
I think you would find that the result codes you mention below are present in just about every situation.
