You can't currently.
JTAPI is
planned
to begin supporting this feature from 7.1.3 onward.
This is in no way a guarantee, but the feature is highly requested and planned for that release.

Perhaps not via JTAPI (until 7.1(3), but you can use the Risport SOAP web service to accomplish this - given you know the phone's device name (SEPxxxxxxxxxxxx.)

Yes, this is available with CUCM 7.1(3) and above.
Please refer to 7.1(3) JTAPI Developer Guide for interface changes. We have exposed two new APIs on CiscoTerminal to retrieve IPv4 and IPv6 address of the terminal
