Currently the only fully supported mechanisms for changing phone background are through the phone settings UI or via the Phone Designer tool: http://tools.cisco.com/support/downloads/go/Model.x?mdfid=282281060&mdfLevel=Software%20Version/Option&treeName=Voice%20and%20Unified%20Communications&modelName=Phone%20Designer&treeMdfId=278875240

You can try this app JQ phone in iTunes store, I have tried and it works well for my IP phones:
