Cisco Jtapi Test Tool Gives error on windows 7

I am trying to execute the Jtapi Test tool on windows 7
machine. Before this I was using this tool on Windows XP and it was running
fine.
But for past 1 week I am trying to execute the same code on
my 32 bit Windows 7 machine. But I am always getting the below mentioned error.
 
Caught exception com.cisco.jtapi.PlatformExceptionImpl: Unable to create provider -- Permission denied: connect
 
Can you please help with solution as to why this is
happening.I have not seen this error anywhere in help guide.

Also forgot to mention that I am able to get it working on windows 7 PC at my home. But on my office PC it would fail.
Any idea what could be the issue there.

Bought my collegue laptop and using my Lan was able to use "makecall" utility. It worked perfectly fine.
From this it seems this is probably not a firewall issue.
 
Can we use any other tool (jtrace ) or something to get more details. Also any idea what is the srcPort and destPort makecall uses to get provider.
 Any help would be greatly appreciated !!
