DRF status is not present in SNMP or AXL.  It is stored in a log file (via RTMT it's under Cisco DRF Master/Local), which you may be able to retrieve using the Log Collection API (SOAP).
 
Note parsing the log should be doable, but does not represent a backward compatible API - the log format could change at any time.
