Have you tried  UCXSI? It has Provisioning API. Not as robust as UCM, but ...</summary>

    <summary type="html">UCM and CME are implemented on very different platforms, with very different code bases - unfortunately CME does not implement the Serviceability APIs.  For most purposes, you will want to look at SNMP for querying CME (note UCM also has good SNMP support as well.)
