TAPI - Setting Agent State - next best thing?

A while back I asked about setting the agent state using TAPI and was informed that this would only be possible via CTIOS:

After some time away from this project, I am moving back to it soon and have been asked to suggest the 'next best' thing to changing agent states using the TAPI interface (using CTIOS is not an option).
 
Basically we want to ensure that we can prevent agents from receiving calls in certain scenarios - but without being able to set their status to busy!
 
My thoughts are that since we are unable to change anything in Call Centre via TAPI, then there's going to be nothing to stop the call from incoming and the best we could do via TAPI is to 'instantly' forward the call onto someone else or 'reject' it somehow - does anyone here have any opinions on this?
