Cisco Call Manager - LINECALLSTATE_CONNECTED constant event

I'm having a problem where my Tapi communications interface is receiving a LINECALLSTATE_CONNECTED event constantly when a IP telephone is active, i.e. call made and answered.  I'm running VG224 Voice Gateways (running H323) which are connected to a Cisco Call Manager.
 
The system I am developing is using this event to determine the state of the telephones and to update multiple user interfaces (this is occurring constantly due to the event been fired).  Is it possible to suppress this at the Call Manager level?  Or is the problem at the Voice Gateway level?

Unfortunately, per the CTI supported device list, VG224 is not supported with CTI/TAPI/JTAPI:
