Is the start time and end time (QUERY_QUEUE_STATISTICS_CONF) are for the whole day or is there any parameter that we can configure that time window will be smaller, for example 15 minutes.

We cannot configure the Start and End times for the Statistics events.
Statistics are collected for a day and reset every day midnight.
