Route calls based on percentage of calls received

I am relatively new to developing UCCX scripts (no offical training).  I am hoping there is a way to route calls based on percentage of calls received.  Can someone provide an example of the coding required to route calls to one queue or another based on percentage of calls received?

UCCX scripting is outside the scope of this forum which covers the CTI protocol only.
