Thank you for the suggestion. I “fixed” my problem by installing PowerTool on another server.
I try WMI utility on the failed server, but it is very difficult to even understand the output. 
Why can’t it be like the old days – simple line in a log file!
Well, it is what it is - the "new normal" :-(

I am trying to install Cisco UCS PowerTool. This is the
configuration and versions:
Windows XP Professional, Version 2002, Service Pack 3
CiscoUcs-PowerTool-0.9.9.0.exe
PowerShell Version 2
The exact message I am getting is: “An error occurred checking
if powershell.exe is already running”
Powershell.exe is not running. I can’t find a log for
details about the error.
