This is what I guessed too --> Cisco FXO --- FXS mediatrix sip endpoin
I wonder if we get "connected" because of FXS port, I wil check it out.
If posible just turn "deb vpm signal" on Cisco side see when we get.

This is the fact of FXS feature,
Cisco FXO --- FXS mediatrix sip endpoin.
When we connect to FXS we get "connect" immediately.
