is there a way i can use that serice without uaername and passowd.
it's uncomfortable for user's to enter username and passord for every dialing.

Yes, for example via the HTTP interface, you would use the makeCallProxy request, for the SOAP API, use makeCallSoap using the credentials of a webdialer proxy user:
