Effect of TimeZoneId passing using API

Hi,
 
TimeZoneId is little bit confusing. We have set TimeZoneId for host and London - GMT + 1 from WebEx "Site Administration" option and now scheduling meeting using our application. While scheduling we are passing TimeZoneId as pacific. In meeting mail we are getting correct timezone but while clicking on meeting link we are getting GMT time.
 
Can anyone help us to identify the issue? Is this depend on TimeZone configured for host using WebEx "Site Administration" option or preference goes to API? Is there any know bug wth any version?
