Hello,
While it is only possible to actually open one session at a time, the scheduler allows overlapping scheduled sessions. This is a feature of the meeting service, APIs just reflect that capability. Start time and duration are informative, not absolute. Meetings may run longer or shorter than duration by as much as is needed, up to 24 hours total duration.

XML API command LstSummarySession will return a list of scheduled sessions, along with start time and duration. You can also filter results by a date range to get a limited set of results to make review easier.

The WebEx system will allow you to schedule overlapping meetings, this is expected behavior. Whether overlapping meetings can actually be open simultaneously, however, depends on your licensing. Your WebEx account manager should be able to discuss whether you can run simultaneous meetings on your site.
