GetUser sometimes results in 000039 (Cannot decrypt password with AES)

Sometimes when I use the XML API GetUser message to retrieve user information, I get a 000039 ("Cannot decrypt password with AES") error. This only happens for some users. What does this mean? Why do I get it? Is there any solution to this problem?
 
I'm using the XML API 5.3 schemas, and the site is at 5.3.1 (there are no 5.3.1 schemas, so I assume that this is ok).

I also get the same error when trying to retrieve a list of all users using the LstsummaryUser message.

Our engineering team confirmed that this issue could occur if the host have a bookmark saved for the WebEx site that contains the path to an older page/site version.  When these users use this bookmark to update the password, it causes the password to become corrupt which resultes in the error message you have listed.

Unfortunately due to current design we cannot prevent the users from accessing these URL¿s.  The users should be notified to update any bookmarks they may have saved previously to prevent this issue from recurring.
 
To resolve this try haveing the host reset their password from My Profile on the My Webex pages.  If this is not possible, as in the hosts are not allowed to change their password,  then these password will have to be reset from the site admin page.

We have now also experienced this problem when creating new users using the CreateUser message. Since these users did not exist before, they can hardly have updated their old passwords using an old bookmark. Thus, I cannot see how the above procedure could apply in this case.
 
We are still using XML API 5.3.
