ACI 4.x Cobra SDK Support Python 3 as of January 2020

• Cobra SDK files are always downloadable from a physical APIC.

• Cobra SDK files are not downloadable from the APIC simulator, nor are they available from the Cobra Github Repository. However, they can be built from the source.
