Inventory Parameter Collection Job API

API to provide details and operations on the inventory parameter collection job in CNC. A OSS/BSS systems or HCO (Hierarchical Controllers) may use this API to learn and create/update/delete job which will collect inventory parameters and publish it to external Kafka.
